Understanding the role of the Review Advisory Group

The Review Advisory Group (RAG) is a vital part of the Leeds Safeguarding Children Partnership, bringing together senior leaders from the Police, Health, and Children’s Services to review serious child safeguarding incidents. Chaired in rotation by these leaders and supported by an Independent Scrutineer and legal representatives, the RAG ensures that lessons are learned, and good practice is shared to improve outcomes for children across Leeds.

In this video, you'll hear directly from key members of the RAG, including:

  • Superintendent Matthew Scott, Superintendent from West Yorkshire Police, who explains the importance of partnership working and embedding learning across policing
  • Jill Marchant, Head of Safeguarding for the NHS West Yorkshire Integrated Care Board, who discusses safeguarding in healthcare settings and the response to domestic violence
  • Farrah Khan, Deputy Director for Children’s Social Care in Leeds, who outlines the role of social care in protecting children and leading safeguarding efforts

The video explores critical safeguarding themes such as:

  • Neglect – its subtle signs, long-term impact, and how professionals can respond
  • Domestic Violence – understanding children as victims and the importance of safety planning
  • Child Exploitation – recognizing grooming, challenging bias, and supporting victims
  • Sexual Abuse – believing children, trauma-informed responses, and multi-agency collaboration
  • Education as a Protective Factor – the role of schools and professional curiosity in safeguarding

This video is a must-watch for anyone working with children and families, including educators, healthcare professionals, social workers, and community partners.
